This chapter was prepared in accordance with the requirements of the EPA’s Resource Conservation and Recovery Act (Title 40 of the Code of Federal Regulations) and the Minnesota Administrative Rules (Chapter 7045) facilitated by the MPCA. The EPA’s Resource Conservation and Recovery Act (RCRA) passed by the United States Congress in 1976, mandates the proper management of hazardous waste. In Minnesota, the Minnesota Pollution Control Agency (MPCA) as well as county regulatory agencies administer the hazardous waste compliance program. This combination of federal, state, and county regulations governs the management of hazardous waste from the point of generation to the point of final disposition, also known as "cradle to grave management".
All UMN facilities are subject to inspection by federal, state, and county regulatory agencies. These inspections are frequent and can lead to regulatory citations and fines if the proper procedures detailed in this document are not followed by all UMN employees.
